Seyyed Mohammad Rahim Mortazavi, the mayor of District ١٣ in Tehran, announced in his recent press conference that ٣٠ jihadi groups have been identified in ١٣ neighborhoods of this area as part of a report on the activities of the 'Iran Victory' headquarters. This action demonstrates the serious determination of officials to strengthen the spirit of cooperation and assistance among the people.
Beginning Jihadi Activities in Neighborhoods
Mortazavi pointed out that more than ٨٠% of the designated houses planned in the neighborhood houses have been launched and are active, adding: 'One of the main goals of this headquarters is to identify benefactors and those in need and to create effective communication between doctors and individuals needing medical services.'

As part of this plan, programs have also been developed to support families affected by war and to establish Takaful houses. According to the mayor, training in modern businesses and implementing water and energy conservation programs have also been among the other actions taken in this headquarters.

Mortaza Haj-Ali Khamsa, one of the officials of this headquarters, emphasized during the meeting that 'community-centric' should be the main focus of the 'Iran Victory' headquarters activities. He stated: 'The goal of this headquarters is not merely to provide more services, but we must reach a point where people consider themselves responsible and accountable for neighborhood issues and bring their human, intellectual, and social capacities to solve problems.'
Family-centeredness, mosque-centeredness, and sustainable neighborhoods are among the main components of this approach. Haj-Ali Khamsa added: 'The municipality should play a supportive and facilitative role in this model and create the conditions for the real presence and engagement of community groups.'
With this approach, the 'Iran Victory' headquarters aims to not only reduce neighborhood problems by creating suitable conditions and supporting jihadi groups but also to strengthen the sense of social responsibility and solidarity among neighborhood residents.
Ultimately, it seems that these actions can lead to improved quality of life in neighborhoods and strengthen social bonds among residents of each neighborhood.
