Behind the Financial Empire of Mostafa Niazazari and the Shayan Circle

The name Mostafa Niazazari, son of Kiumars Niazazari, has repeatedly come up during the investigation of Akbar Tabari's case. Kiumars Niazazari, former director general of intelligence in Mazandaran province, had previously been arrested by the judiciary's intelligence protection.

The Shayan Circle and Suspicious Activities

Mostafa Niazazari is known as a member of the "Shayan Circle"; a group consisting of Rouhollah Razavi, Mohammad Hadi Momenin, Ehsan Tiri, and Mohammad Javad Bavand. These individuals have been accused of being part of a network involved in oil sales, financial resource transfers, and sidelining competitors in the trust sector.

According to allegations, members of this network have made extensive investments and purchases in Iran using resources from trust activities and oil revenues. One of the mentioned cases is the project to import two thousand ambulances under the guise of charitable activity, of which only 20 were imported, and the fate of the financial resources related to the remaining 1,980 units is unknown.

Hidden Groups and Money Laundering

Another activity attributed to this network is the purchase of steel factories in Iran. It has been claimed that individuals have been introduced as the official owners of these factories, while the actual owners remain behind the scenes. Additionally, investments in petrochemical industries and the purchase of luxury properties and buildings are also attributed to this group.

Mostafa Niazazari left Iran in 2019, coinciding with his name being mentioned in Akbar Tabari's case. He returned to the country in 2021 and resumed his activities under the guise of charitable work and entering the steel industry. His collaboration with Karim Fati, a powerful figure in the steel market, led to the establishment of factories in Qom and Azerbaijan.

It is said that Niazazari entered the steel market by leveraging Karim Fati's name and used the capacity of these factories for transferring and laundering financial resources. Furthermore, renting the CIP section of Mehrabad Airport for a monthly fee of 15 billion tomans is another controversial issue related to the alleged use of this facility for the import and export of various goods.

Mohammad Reza Miri Lavassani, the current CEO of Taavon Insurance, has also been mentioned in connection with Niazazari, and it is claimed that 70% of Taavon Insurance's shares were purchased or transferred using financial resources from his trust activities. Importantly, Mostafa Niazazari's name does not appear in the official documents and structure of many of these companies; however, it is claimed that the actual ownership and control of these entities lie with him.
